The Investigation

Investigators established surveillance at the JW Marriott near the Galleria area, arriving ahead of the subject’s expected check-in. The subject arrived in the early afternoon, settled in, spent time shopping, and departed for an evening that included dinner, two additional venue stops, and a late-night return to the hotel.
Investigators resumed coverage at mid-morning and followed the subject to multiple stops along the Westheimer corridor, then into the Third Ward and Main Street area, before he returned to the hotel for the evening.
Throughout the operation, a combination of stationary hotel lobby positioning, mobile vehicle surveillance, and covert interior coverage inside venues was used. At two locations the subject appeared to recognize the investigator, prompting tactical adjustments including repositioning and altered appearance to preserve the integrity of the operation.
When recognition was suspected, investigators did not abandon the assignment. At one venue, a member of the subject’s social group approached the investigator directly. The investigator navigated the interaction professionally, accepting a mocktail beverage to avoid drawing suspicion, and gathered actionable intelligence about the group’s tentative plans for the remainder of the evening.
